Joe Lieberman defining civil war

Joe Lieberman, according to Rich Lowry at NRO, here, gave the following answer to the question of whether there is a civil war in Iraq:

Stephen Spruiell just asked Lieberman outside his campaign bus after an event in Hartford if Iraq is in a civil war. Here was the senator’s answer: "By my definition of a civil war, which is a collapse of government and warring factions taking control of the country, there is not a civil war. But ever since the terrorist attack at the Shiite mosque in Samarra, we've seen a tremendous increase in sectarian violence that has been heartbreaking. Part of the problem is that the Iraqi security forces are not standing up to restore security in Baghdad, and that complicates matters.”
