During the building's renovation in the 1970's, plaster was applied to ceilings and surfaces to mask the asbestos (which is why the ceilings are somewhat low). I agree that the cost estimate is ludicrously high, which almost surely suggests graft or incompetence...likely both...but a good deal of the figure could reflect the asbestos problem.Anonymousnoreply@blogger.com
